3 Mesa Officers Resign After Sexual Misconduct Allegations

All three officers discussed in the linked video resigned their posts.  The police union agrees with all three outcomes, that all three should be terminated, within five months of each other.

• Chang - According to the linked video, Chang started texting the victim after meeting her when she overdosed.  She agreed to let Chang track her and install two video cameras in her apartment so he could watch her remotely.  Now the reporter is ruining Chang's life because he had "a little whoopsie" when he hooked up with her nine times in his patrol car.  Internal affairs upheld all allegations.   Then Chang retired without admitting any guilt or even sexual contact.  But he gave up his certifications anyway, go figure.
  
• Silva -- 16 year veteran Silva, accused of flagging down and soliciting prostitute for $20-$30 while on duty.  She was an undercover cop!  LOL  He then tried to play it off as a joke, claiming he recognized her.  Allegations upheld, recommended termination.  Silva resigned before he could be fired.  He's not facing charges for solicitation.
  
• Cosmann -- accused by IAD of calling a sex worker to his home.  She reported being hit very hard in the head and having to flee his address.  Cosmann, 6 year veteran, resigned after this incident.  Cosmann is facing two misdemeanor charges, one for soliciting a prostitute and one for assault.
  

All three of these officers got decertified, which seems better than average to me.  They were not fully investigated because they were allowed to quit or retire before that happened.  But a lot of departments don't even do that much.
